Morrison City Council Observes Columbus Day, Meets on Tuesday

MORRISON – Members of the Morrison City Council met on Tuesday, October 15th instead of the normal Monday night, due to the Columbus Day holiday. The meeting was also held at the Odell Library Community Room rather than at the normal location of the Whiteside County Board Room.
Reports were reviewed from minutes of the Morrison Business Advisory Group, as well as the Historic Preservation Commission meetings.
The consent agenda was approved: September 23rd, 2013 regular session council meeting minutes; Bills Payable ($138,786.87); September 2013 Treasurer’s report (Ending cash balance of $2,370,820.42); Request for change order, Maxcor Water Tower Rehabilitation (amount of change request $475,110.00); Request for final change order-DJ Sickley-Well #5- Well house ($14,149.59); Request for final payment-DJ Sickley-Well #5-Well House for $82,057.90; Request for change order-Law Excavating-Rockwood Recreational Trail ($26,850.00); Move the following line items from MFT fund to general fund/street department: 15-00-8270 (Market Street parking lot engineering), 15-00-8271 (Market Street parking lot construction), 1500-8275 (Rockwood Recreational Trail Engineering), 1500-8276 (Rockwood Recreational Trail Construction).
Create revenue line items for Market Street parking lot; Create revenue line items for Rockwood Recreational Trail Project; Create line items in revolving loan fund for principal and interest payments for Bradley Yaklich (Vision Source); Move Rockwood Trail $6,000.00 county donation from Miscellaneous revenue to new trail revenue line item.
Trick or Treat in Morrison was set for Thursday, October 31st, 2013 from 4p.m.-7p.m.
Request for street closure for the Chamber of Commerce Christmas Walk and Parade (Dec. 7 from 4-9:30 p.m.) was granted, as was a request for parade permit by the Chamber of Commerce for Christmas Walk and Parade (Dec. 7 from 5-6 p.m.)
Items for consideration and possible action:
Ordinance #13-42 - Increasing sewer and water rates to pay for sanitary sewer improvements and a new wastewater treatment plant (based on the preliminary cost estimate of $23 million for new sanitary sewers, pump stations, force mains, and wastewater treatment plant). The City council previously determined that to pay for those improvements, the sewer rate must be increased each year so that by fiscal year 2017-2018 the user who uses an average of 5,000 gallons of water per month will pay a combined water and sewer bill of approximately $133.00 per month. The City declared previously, pursuant to Resolution 13-05, that it will develop a multi-year plan to increase the sewer rates each year to raise sufficient revenue to pay for the sanitary sewer improvements and the new wastewater treatment plant. Consistent with the previously approved plan, effective October 15, 2013, wastewater monthly service charges will be $13.85 per month. Water use charges per 1,000 gallons will be $8.45)
Council authorized the Mayor to sign settlement agreement and mutual release for Well #5 Well house($3,089.29)
Resolution #13-10, authorizing Mayor and Council to apply for a proposed text amendment to zoning code, was approved.
The next meeting of the Morrison City Council is set for October 28th, 2013 in the Whiteside County Board Room. Members of the community are encouraged to attend.
