Village of Shannon Minutes From January Meeting

The President and Board of Trustees of the Village of Shannon met in regular session on Tuesday January 5, 2010, at 7:00 p.m. At village hall to discuss any and all business that might come before them.

In attendance were Bonnie Heckman-Foust, President, and trustees Atherton, Stevens, Gaul, Lessman, Curtis, and Alvey. Employees present were Jason Demichele and Chief Troy Randall.

Others present included atty. Kipp Meyers, Mark Hansen, Supt. of Eastland Schools, Adam Holder, Fehr-Graham, Mark Penticoff, Deb Meeks, Joe Payette, and Mike Schindler, Mowrey & Assoc.

Mike Schindler, from Mowrey, Schindler, & Assoc, presented the annual audit report.

There were no building permits issued in December.

The December water report showed pump #1 pumping 1,930,000 gal/mo, and pump #2  pumping 2,009,500 gal/mo, for a total of 3,939,500 gal/mo. The December 2009 wastewater treatment plant report showed 4,028,557 gallons treated, for an average of 129,950 gal/day, a maximum of 565,330 gal/day, and a minimum of 68,300 gal/day.

Jason Demichele gave the maintenenace department report. They had 2 water main breaks this month, 1 near the school and one at the corner of division and walnut. They were trying to keep up through 6 major snowstorms. After one of the power outages one of the new aerators did not come back on. It is warranted by the manufacturer and the company will be out in the spring to repair it.

The December 2009 police report showed 3 traffic citations, 1 verbal warning, 1 misdemeanor arrest, 6 complaints, 10 service calls, 948.4 miles driven, 133.3 gallons of fuel used, 176 full time hours, and 136.5 part time hours worked.

Troy Randall, police chief, would like permission to purchase squad car L.E.D. lights from Gene Woodley for $116, and from Jim Klinefelter for $100. Board approved this purchase. He also requested to purchase a portable breathalyzer at a cost of approx $740.  Board would like him to wait on this to see if there are some grant funds that might help with the cost.

Mark Hansen, Supt. of Eastland Schools, gave a power point presentation about the upcoming referendum for our district. Eastland is asking for $7 million dollars to do an addition and renovations at the high school. Hansen did a great job of explaining the project and costs involved. The referendum will be on the ballot on February 2nd.

Adam Holder, Fehr-Graham, addressed the board. Well #3 has not been camera shot yet. There is some new technology available so that we may not have to abandon well #3 just yet. He will have the cost estimates for dredging the lagoon by next meeting. Adam would like a written list of capital improvement projects listed in order of priority, and then we just need to review that list and make changes quarterly. He is also recommending an income survey be done in the spring at a cost of approx $2-3,000.

Mark Penticoff addressed the board concerning an additional liquor license to open a package liquor store. This would require an amendment and change to the ordinance #210.

The December bills were presented for payment and approval, and were passed unanimously.

There was a committee meeting with the truckers in town held on Dec. 16 to discuss the parking ordinance. It was suggested the truckers bring in a formal recommendation by March. Until then the ordiinance that is in place will be followed.

A motion to pass and approve ordinance # 332 designating North Locust Street between Market and Hickory streets a one way street was unanimously approved. The one way street will allow citizens to pull right up to the mailbox and deposit mail from their car window. Demichele will put up all necessary signage.

President Foust will interview 2 candidates for village treasurer, Rosemary Truckenmiller and Jay Alexander and will then bring her recommendation to the board to vote on.

A motion appointing Denise Bormann as the Village of Shannon Freedom of Information Act officer was approved unanimously.
