Steve Haring of MSA Professional Services submitted a project report at the Lanark City Council meeting on Tuesday, March 2. The report showed that the final documentation for the Phase 2 Environmental Site Assessment is still under review by the Illinois Environmental Protection Agency (IEPA).
The project at 111 S. Broad St. was completed by the City in 2008. This is the site of the new Lanark Public Library and City of Lanark offices. Haring suggested that the City give EPA a “push to close out this project,” possibly contacting State Representatives.
Haring discussed some of the final fees for the project: time and material for final review of documents from IEPA, and $2500 fee for the NFR letter from IEPA that will require payment to IEPA as a part of the closure of the remedial site investigation. These fees are grant-reimburseable.
Haring also reviewed information on the new Illinois Cemetery Oversight Act that went into effect March 1, 2010.
John Huggins, PCED and IIRA AmeriCorps VISTA Leader, discussed the possibility of the City contracting with a VISTA Volunteer. No decision was made, as Huggins will provide the Council with more information.
Mayor Ed Stern reported that he had obtained three quotes for the asbestos inspection required for the city-ownwd house at 322 S. Argyle, scheduled for demolition for the proposed rainwater holding pond. The three quotes were from MSA Professional Services, $600; Fehr-Graham & Associates, $1250; and Anthony Malone, TSC-Testing Service Corp., $1500. These bids include required EPA permits. After discussion, the City approved the $600 quote from MSA for the asbestos inspection.
Demolition bids for the project were also reviewed. There were 13 bids received and opened. After discussion regarding proper disposal procedures, Council approved the demolition bid from Ritchie Excavating Service, Inc., Savanna, IL, for $7,110.
Requests for Qualifications (RFQ’s) from 18 architectural design firms were received for the Lanark Library/City Office project at 111 S. Broad St. They were turned over to the City Planning Committee and will be reviewed at the Wed., March 10 committee meeting set for 7:30 pm at City Hall. The public is invited.
After a presentation from the Lanark Community Club, Council approved a donation to the organization of $3500 toward Old Settlers Days activities. Council also requested an itemized list of how this donation will be used.
Sharon Pepin of Community Funding & Planning Services was on hand to discuss funding potential for the municipal building. She also reported that 147 income surveys have been returned to date. The survey’s were mailed on February 26 with residents water bills.
Council also approved sending Lisa Libberton, Lanark Tree Board, to the Tree City USA Conference, covering the $45 registration fee.
