The letter by Mr. Lohr was chock-full of facts, many of which are relevant, but some require a bit more context (“Fact Check,” Letters to the Editor, 9/19/12). He correctly points out the reduction in deficits prior to 1980 and 2000, but neglected the reduction in deficits prior to 2007. If you look at taxation as a % of GDP in those years, it’s easy to see taxation increasing due to “bracket creep”; it would seem it’s possible to reduce deficits by increasing taxes. The only little problem is the recession which always follows the increased tax levels when they exceed 19% of GDP!
The letter was absolutely correct; the global recession has ended everywhere except the United States, Greece, Italy, and Spain, but implied that low tax rates on the rich were somehow to blame. This overlooks a simple reality – the United States has the most progressive tax rates in the OECD, along with the highest corporate tax rate. We do have among the lowest overall taxation, but again, there’s a lack of context; the U.S. Chamber of Commerce has calculated our businesses pay more in regulatory compliance costs than they make in profits, and American businesses pay over 2% of GDP in tort costs (more than 4 times the Scandinavian countries cited). None of that money is available for tax revenue. If the combined regulatory and tort costs were instead paid as taxes, the U.S. would be nowhere near the bottom of the OECD list.
The European countries with socialized medicine had the good sense to increase personal taxes (most via highly regressive VAT taxes) to fund their plans, realizing that burdening employers with those costs would destroy jobs, as has already started here, and will accelerate next year.
The Scandinavian countries cited also have disproportionately higher oil revenues than the U.S. Oil production is highly profitable, thus providing greater tax revenue per dollar invested. To add insult to injury, by restricting U.S. oil production our regulations have increased the world oil price, which increases profits for the Scandinavian countries. When we import oil instead of producing it domestically, we actually supply part of their government’s revenue at the expense of our own!
Likewise, the same countries have much higher percentages of manufacturing jobs, which are the foundation of a strong middle class. Of course, the lower levels of middle class jobs in the U.S. naturally depress middle class wages due to the simple laws of supply and demand in the labor market. Likewise, an environment where it’s difficult for a business to succeed creates a lucrative market for CEO’s who can lead a company toward profitability.
From 1970 until today, the regulatory burden grew from 54,834 pages to 169,301 pages, with another 37 pages of regulations added every working hour this year alone. (We now have 84,000 people writing regulations!) Our plight cannot be blamed on free market capitalism; in the United States it experienced “death by a thousand cuts” a long time ago.
As the Clinton tax cuts proved, lowering capital gains rates creates jobs and increases government revenue; it’s only logical that raising them will cost jobs. November 6th is decision time: Should we “punish” the rich by increasing unemployment?
On behalf of the Highland Community College Foundation Board of Directors, I want to thank the many individuals and businesses from across northwestern Illinois for contributing to the success of The Great Gatsby and charity auction on August 18.
We especially thank our hosts, Dr. Keith and Diane Martin and their family, for opening up their beautiful and historic home—the former Rawleigh estate—for the more than 350 patrons who enjoyed great food (especially the mashed potato bar) from Fried Green Tomatoes (Galena) and incredible desserts from Hanson Catering (Winslow).
Forty live auction items and 102 silent auction items were donated by individuals and businesses from all four counties served by Highland College–Jo Daviess, Stephenson, Carroll and Ogle. Auctioneer Doug Munda was very successful in encouraging enthusiastic bidding during the live auction. And print and radio media throughout the district provided important and timely publicity about The Great Gatsby.
Thanks also to our sponsors: (gold) FHN, the Monroe Clinic, the Morse Group, Woodbine Bend Golf Course; (silver) Apple River State Bank & Community Bank of Galena, Fifth Third Bank, The Helm Group, State Bank, Winter & Associates, Winter Construction; and (bronze) Citizens State Bank, Fehr-Graham and Associates, Jumpin’ Joes/Jeff Johnson, Lena Veterinary Clinic, Midwest Bank, Stephenson Service Company, Union Savings Bank.
Thanks also to the Foundation board and staff and to the College administration, staff, faculty and trustees who donated baskets and auction items, and provided much needed on-site assistance. Thanks to Annette Hartman, event coordinator, and her Auction Committee, and to the Foundation’s Events Committee for their tireless detail work and excellent planning. And thanks also to the Eastland students who graciously provided valet parking.
Proceeds from The Great Gatsby go to the Foundation’s “Growing for tomorrow…changing lives today” campaign, which supports the Ray and Betty Stamm Health Science Nursing Wing, medical training programs, the wind turbine technology initiative, additional career training and educational programs and scholarships for students.
The Great Gatsby – or as the team called it “Shindig II”– was a very successful event because of the support of many people and an especially generous public. Thank you all!

Save Those Boxtops!
Ever since I worked at Sullivan’s Foods I have had a collection box on top of the ATM behind the cashiers to collect Box Tops for Education and Labels for Education as well. Since there is now a newer ATM in this location there is not room for that box to sit on top of it anymore and I just wanted everyone to know that the collection box still exists. It has been placed on the shelves closest to the door where the Sullivan’s Ads are now kept.
Please, please still continue to clip and save these Box Tops and Labels because the Parent Teacher Organization turns them in and they do get reimbursed with funds that can then be used for items that our teachers may not otherwise have.
Every single Box Top is worth a dime. All of your efforts are appreciated.

This letter is to publicly and formally announce that I will not be seeking a fourth term as Mayor for the City of Morrison. When I end my term in May, 2013, I will have served in city government for the past eighteen years. I will be leaving office then and allowing someone else to take the helm.
I want to thank the good people of Morrison for giving me the opportunity to serve them in city government during the past eighteen years. It has been an honor and a privilege.

Elect A New Congress QE III Response
Released in response to perpetual QE III [Quantitative Easing III] by the Federal Reserve Bank’s, “all in” monetary policy, Elect A New Congress believes it is time to examine an orderly review of the key elements to removing and replacing the Federal Reserve Bank.
“Quantitative Easing III to Infinite is not designed to create jobs, but to provide another bail out to the Two Big To Fail (2B2F) Banks, who are in desperate need of another transfusion in order to maintain the illusion of solvency to the markets and the world,” author of the study, Wm W. Fawell explained. “Out of the nearly $1.5 trillion dollars the FED intends to inject over the next 12 months, at least $200 to $650 billion of those dollars will be handed over to the 2B2Fails and their affiliates, and the America people will get handed the bill again.”
The study lays out the terms and conditions required for the seamless and non-disruptive replacement of the Federal Reserve Bank, which when executed, would be attained in a timely and secure procedure. This would allow the bankrupt Federal Reserve Bank to close its doors at 4:30 PM (est) on Friday, and reopening the doors as an American Reserve Bank (ARB), the following Monday, at 8 AM (est).
Key features of the FED’s removal and replacement are as follows:
The new American Reserve Bank (ARB) would be publicly owned and traded, with 2/5ths of its stock being held in perpetuity by the United States Congress.
The mission statement of the new ARB would be simply to enforce solvency and provide lender of last resort services to all the banks and similar institutions, that would be regulated by the ARB. The ARB would be modeled on the Suffolk Bank of New England (1816 to 1861). Investment banks would not be covered by the ARB, and would take sole responsibility for their risks.
A classical gold standard would be committed to and phased in over the course of 4 to 5 years. The sole purpose of a classical gold standard, in stark difference to a “phony gold standard”, is to direct the regulation of credit to the market forces of the quantitative market force of the American public. Contrary to popular deceptions, this does not require Americans to carry gold coins. Technically and functionally, the only change American’s will notice are the words on the paper dollars in their pockets, which will now say “American Reserve Gold Certificate”, instead of “Federal Reserve Bank Note”.
These 3 points create the stability of a tripod, as each one compliments the strengths of both the others, replicating in the New England Suffolk Bank the most stable and profitable monetary system to ever operate in North America. While thousands upon thousands of banks went bankrupt between 1816 and 1858, the Suffolk banking system saw less then 20, as America careened from feast to famine and war.
“This conversion will begin the complete restoration of wealth and prosperity to all Americans in the first 180 days of operation, growing noticeably every day,” shared Wm W. Fawell. “This QE III to Infinite by Ben Bernanke, is the beginning of the end for the dollar, a white flag of surrender. It merely institutionalizes the Great Depressions grip on America.”
“Once you look past the deceptions of the Bureau of Labor Statistics and the Federal Reserve Bank, America has already gone over the fiscal cliff. This is end result of the 100 years of a Mengela like experiment on the American people that has accelerated noticeably the last 25 years. Its continuation is going to leave America in this monetary depression that we are told isn’t there, widening everyday, the gulf growing between have’s and have not’s, as the nation is left to wander in an age of darkness.”

Marion Dempsey Benefit
On October 6th, 2012 we will be having a benefit for Marion Dempsey. The benefit will start at noon with an unknown ending time. The benefit will be held at Old Fogies (Old Charlie’s Bar) downtown Savanna at 421 Main Street. We will be having food, $7 a plate for adults and $5 a plate for children. Also we will be having a bake sale all day with lots of delicious treats you can purchase to take home. Raffles will be going on throughout the day, tickets will be sold 6 for $5 or a ticket for $1 and we will have 50/50 drawings. Your have to be present to win,
This benefit is going to help defray the expenses of her medical condition. Marion was diagnosed in February 2012 with stage 4 lung cancer. She has been happy and healthy until January 2012 when she started having horrible pains in her neck. She started going to the chiropractor and when things didn’t get better she went to her local doctor. They decided to send her to the University of Iowa City Hospital where she was then diagnosed. Since then Marion has tried 6 rounds of chemo treatments and 3 radiation treatments and unfortunately they did nothing to help. So in the end of August 2012 the family, advised by her doctors, decided it was time to start hospice. She is now back home living in Sabula, Iowa so she can be closer to friends and family.
The entire family is very excited for the benefit to see many of our friends and family whom we haven’t seen in while. We will also have a limited amount of t-shirts for sale at the benefit which will be $15 a piece and $17 for 2XL and 3LX. Son on behalf of the entire family we are looking forward to a wonderful day and hope to see each and every one of you there. Also we would like to say thank you to everyone in the community friends and businesses who have helped so far. We would like to do a special shout out to The Clarkson family who are the founders of this benefit and have helped support our family in so many ways and making this possible.
If you have any questions please contact Erika Tubbs (daughter) 563-219-3056. Also if you would like to send a card or just a hello to Marion please send to:

Rockford Tea Party Opposes Bogus Bruscoto Resolution
The so called “Concealed Carry” resolution passed this week by the Public Safety Committee (of the Winnebago Co. Board), after they totally bungled the issue of a Concealed Carry Ordinance based on the politically motivated policy paper of the State’s Attorney’s office, is a bogus resolution, and the Rockford Tea Party publicly opposes the “Bruscoto resolution.” (Winnebago County Public Safety Committee took the politically motivated recommendations of State’s Attorney Joe Bruscota, and his Assistant David Kurlinkus, to deny putting an Ordinance for Concealed Carry before the full County Board for a vote. These committee members chose the coward’s path to table the measure after being scared by Bruscota and his assistant with language such as sued for civil liability and county liability and other politically motivated legal opinions.)
The language in the Bruscoto resolution referring to HB 6225, is a bad piece of legislation that would require someone to have to defend themselves in court after being charged with a crime, and doesn’t in any way affirm Article 1 Section 22 of the Illinois Constitution nor the 2nd Amendment.
HB 6225 also doesn’t support Concealed Carry in any way, although that’s the claim of the bill. Thus the resolution presented by Bruscoto based on HB 6225, which the Board plans to send to the state, also is not a Concealed Carry Resolution. It will, in fact, further diminish our rights as gun owners in this state. We asked for resolutions citing HB 148 and would like to know happened to those?
The board agreeing to the resolution was poorly thought out by board members and quite possibly was very carefully planned by the State’s Attorney to lead board members into not supporting Concealed Carry. Board members are apparently unaware they will be opposing Concealed Carry with the Bruscoto Resolution.
Bruscoto and the rest of the Board plan to take the signed bogus Bruscoto Resolution and send it to Springfield with our Rockford Tea Party Petitions. 11,000 people didn’t sign up for the resolution they are now promoting. Tying that resolution to these 11,000 signatures would be a slap in the face of those people who signed it.
If they want a resolution tied to the petitions we obtained that the Rockford Tea Party supports to go along with those petitions, then they can contact us, and we will work on it with them. If not we refuse permission to use our petition and want those petitions secured until such a time that they will be used in their intended purpose.
The state of Illinois has had a law on the books for decades consistently supported by the Democrat Party and anti-gun groups in the state. Illinois Democrats and, in particular, House Speaker Mike Madigan, have been the chief obstacles to passing a reasonable “shall issue concealed carry” law. Illinois is the last state to refuse to pass the Concealed Carry law for residents of the state to protect themselves from criminals.
Earlier this summer two Illinois state’s attorneys released public policy for their counties that they would not prosecute citizens caught carrying firearms as long as those residents were not felons and were not using their firearms in the commission of a crime. Attorney General Lisa Madigan responded to the two Attorneys by stating that she has no jurisdiction over them and that they can chose to prosecute those they wish to and not prosecute those they do not want to prosecute. Bruscota has consistently refused to follow suit. By his actions he has proven himself not to support Concealed Carry despite stating on numerous occasions that he does. We must rely upon an elected official’s actions and not their words when determining their intent and positions.

By Jim Sacia, State Representative, 89th District
Ten years as your State Representative creates positives and negatives. It certainly has given me “tougher skin” than when I first ran.
I make no apologies for decisions I have made. I worked hard to preserve horse slaughter for the last remaining plant in the United States in DeKalb, Illinois. Following its closure an additional 100,000 horses a year are now transported over forty hours in trailers to Mexico where their end of life is anything but humane in many cases.
I’ve openly expressed my disgust and disdain for the Humane Society of the United States, an agency that takes your money and less than one dollar of every one hundred dollars you send them finds its way to actual animal protection.
I proudly stood with the large dairy farm project in Northwest Illinois which would have been a strong positive economic engine for the agriculture community. The project is now only history.
Ten years ago I proudly stood with the developers of Adkins Energy Ethanol Plant and listened to the naysayers do all they could to kill the project. Few, if any, would find fault with it today. Why? - Because it’s highly successful and providing good jobs and creating positive economic development.
Several years ago I worked hard in a collaborative effort to pass legislation to basically create a TIF district in a cornfield to establish Mill Race Crossing. The legislation was successful and many communities across Illinois have benefited from the effort.
The naysayers will tell you that Representative Sacia conspired with Stephenson County officials to illegally create Mill Race. Really! A strong positive throughout the state but because it didn’t take off yet in Stephenson County it was a conspiracy. If Mill Race were booming today the conspiracy theorists would be claiming the credit.
Many issues that affect your life from Thomson Prison to the completion of Highway 20 will remain the highest of priorities. I will always do my very best to advocate for you. No, I never seek a fight nor will I ever back away. I will never take the politically correct route of dancing around an issue. I have an obligation to you, those who elected me, to work on your behalf.
Yes there are positives and negatives but I believe that constituents expect their representatives to take stands. Unlike many politicians who vote “present” to avoid the consequences of facing and explaining a yes or no vote I will always vote my heart and the heart of the majority who elected me.
